feat: add hooks for IP and project management, implement routing and internationalization

- Created `useIpPublic` hook for fetching public IP.
- Developed `useProjets`, `useProjet`, `useCreateProjet`, and `useEditProjet` hooks for project management.
- Implemented i18n configuration for internationalization support.
- Added global CSS styles and main application entry point.
- Established routing with lazy-loaded components for better performance.
- Created sections for Home, About, CV, and Projects with responsive design.
- Integrated form handling for project creation and editing with validation.
- Added footer and navigation bar components.
- Defined project types and validation schemas.
- Configured TypeScript and Vite for the project setup.
