feat: add hooks for IP and project management, implement routing and internationalization

- Created `useIpPublic` hook for fetching public IP.
- Developed `useProjets`, `useProjet`, `useCreateProjet`, and `useEditProjet` hooks for project management.
- Implemented i18n configuration for internationalization support.
- Added global CSS styles and main application entry point.
